Orange markers indicate rezoning applications that have been published on the City’s consultation page (ShapeYourCity). Red markers are submitted rezoning applications. Light blue markers are a catch all (pre-rezoning letter of enquiry, exploratory work done, etc.). Purple markers are office/industrial rezonings undergoing consultation while dark blue markers are sites of interest for office/industrial. Clicking on the markers will provide further details about each site.

We’ve created a fresh interactive map of the Broadway Plan area that shows active rezoning applications along with possible sites for rezonings (updated for February 19, 2024). The City of Vancouver just made three new rezoning applications in the Broadway Plan area go live online for public comment in the past week. This appears to just represent the tip of the iceberg in terms of the volume of tower applications that are in the works in the plan area. Our list shows over 60 buildings at some stage in the cycle (some sites have two towers, most just one), ranging from 5 to 32 storeys. Added up, the current list would account for nearly 8,000 units, possibly enough for 16,000 residents (minus what will be lost by demovictions). Stacked up, they would rise to about 1,200 storeys. Orange markers on our interactive map indicate rezoning applications that have been officially made public (these are active listings on Vancouver’s ShapeYourCity.ca portal website for public consultation).
Purple markers indicate rezoning applications received from an applicant and undergoing City staff evaluation, as well as sites with a previous or approved development permit, or sites of interest that have involved exploratory work. In our map, we’ve also included some sites that are near the Broadway Plan area (applicants and City staff have used “proximity” as a justification for seeking an upzoning).
This interactive map is based on our own independent research and is provided “as-is.” We can offer no guarantee as to the accuracy of this map or related information. If you have concerns on any site, please check with the City of Vancouver for further details.
Some of the telltale signs that someone is interested in redeveloping a property include delegations of well-dressed persons touring the site; surveyors with equipment doing site surveys and placing survey marks on the sidewalk or road; recent real estate sales; changes in property management companies; and units being left vacant after a tenant moves out of a rental unit.
In the case of multi-unit rental apartment buildings, the potential upheaval and disruptions to individual renters and families can be pronounced, given the amount of displacement and demovictions that may follow after a site is rezoned. If tenants know well in advance that their building might be redeveloped, they may have a better chance to organize and negotiate for better terms (if relocation and eviction from their homes is a possible outcome). With the Broadway Plan, the City introduced what it claims are “enhanced” tenant protections for renters in the Broadway Plan area, to supplement the City’s existing Tenant Relocation and Protection Policy (TRPP). However, some people say the “protections” provide unsatisfactory of limited benefits to affected tenants, while the ABC-dominated Council rejected a motion to simply monitor and track demovictions. Considering the City’s lack of interest, CityHallWatch is considering a volunteer effort to do so. Please contact us for information. If you are a renter concerned about your situation you might also contact the Vancouver Tenant’s Union (or VTU, see https://www.vancouvertenantsunion.ca/), which appears to have plans for RentersPlan as “an alternative to transit-oriented displacement along Broadway.” VTU also has a special page on “How to find out if your building is for sale,” in an effort to unite and support tenants who may risk being demovicted. If your apartment building has been identified for redevelopment and the developer and City is holding a briefing, then perhaps consider networking with your neighbours as well as getting outside help (like the VTU) so that you know your rights.
