Virtual Open House for 1040-1080 Barclay St rezoning (May 16 – June 5). Two towers proposed (57 and 60 storey), 21.87 FSR

The City of Vancouver is holding a Virtual Open House for a rezoning application at 1040-1080 Barclay Street. The ShapeYourCity.ca website contains detailed plans of the proposal along with a comment form for this Virtual Open House that is open until June 5, 2022. No in-person Open House is planned. Two towers, of heights of 60 storeys (173m) and 57 storeys (174.5m) are proposed. The site is at the southeast corner of Barclay and Thurlow Street. At total floor area of 946,391 sq. ft. (87,923 sq. m) is proposed with a Floor Space Ratio of 21.87. There would be a passageway at grade between the two towers. The two buildings would maintain a minimum 24 metre tower separation. The proposal, if approved, would result in a total of 5 very tall towers on a single city block in the West End. A total of 832 parking spaces in 10 levels of underground parking are proposed along with 2,256 bicycle spaces. Retail uses would be included on the first level of each of the towers. Bosa Properties is putting this application forward with a design concept by Perkins & Will. The site is currently zoned as multifamily (RM-5B with maximum FSR of 2.75 and 58.0 m height).

A diagram in the application booklet (reproduced below) shows that the towers would have average floor plates of 9,000 sq. ft. (863 sq. m. for East Tower) and 7,500 sq. ft. (697 sq. m. for West Tower). A daycare facility with 37 spaces is proposed in the West Tower on the 8th level. This West Tower would also contain 365 strata units and 99 social housing units (by the City’s definition) and have a total height of 173m (567 ft.). The East Tower on the site would hold a combination of 506 market rental units and 130 below market rentals.

  1. In Person meetings are held everywhere else. Staff in Vancouver are doing everything wrong.

These numbers are substantially higher (unit count, density, height) than in the earlier application, but that earlier application is no longer on Shape your city, so going forward I will need to save screen shots when I add projects to my Homes for Whom database, so that changes can be better tracked. History is deleted as projects grow!
