Virtual Public Hearing July 28 (Tues): 4750 Granville, Japanese Hall, and 6031 Dunbar

Rezoning proposal with 81 market rental units at 4750 Granville Street & 1494 West 32nd Avenue in Shaughnessy

There are three items on the agenda for the July 28th, 2020 Public Hearing. This is the final Public Hearing before City Council’s summer hiatus, after a blistering series of Council meetings and Public Hearings in June and July being conducted under provincial emergency legislation due to COVID-19. Staff have spoken about returning to meetings in the Council Chambers in September. Electronic meetings have come with pros and cons. As only audio was provided (except for presentation slides), and Councillors participated from home, no one could see each other. There were also many technical glitches, with time lags, failure to connect and poor audio at times. But the ability to call in by phone made it easier for some people to participate.

For July 28, the item drawing the most interest is a proposal for 81 market rental units in a 4-storey building at 4750 Granville Street. The proposal would have a floor space ratio of 1.6, with a maximum height of 13.3 meters  (43.6 ft.) and include 70 parking spaces. The property is currently zoned RS-5 and a spot zoning (CD-1) is requested. It’s worth noting that there are a number of area-wide zoning districts along other arterial roads in Vancouver where this range of height and density is permitted.

There is a minor amendment proposed to allow for a mezzanine level at the Japanese Hall (475 Alexander Street) with no changes to the exterior of the building. At 6031 Dunbar Street, a total of 9 market rental units are proposed in two townhouse buildings, with a floor space ratio of 1.1 and building heights of 11.5m and 9.6m. Four parking spaces would be included.
