Council and Park Board Preview 16-18 May 2016: Housing report, towing, property taxes, official tree, and more

On May 17, City Council will hear staff report on the 2015 Housing and Homelessness Strategy Report Card

Our aim at CityHallWatch is to provide tools for citizens to engage in decision-making processes in the City of Vancouver. City Council and Park Board meet generally every two weeks, and we try to preview some of the items coming up in a format that you can quickly scan for topics of interest. Once you you find something that catches your attention here are some ways you can engage in the process, before, during, and after the meeting.

  • BEFORE:
    • Check the agenda, check media for analysis/coverage
    • Contact your elected official(s) with questions/comments/requests/concerns
    • Reach out to your neighbours and community. Write to media (letters to editor, etc.) (Continue this during and after as well.)
    • Sign up to speak to the meeting
  • DURING
    • Monitor the meeting – in person, via Twitter (@vancityclerk, @parkboard), or web video. (The meeting agendas for Council and Park Board contain a link to live and archive web video.)
  • AFTER
    • Follow up A few days after the meeting, you can download minutes and also check to see how Council members voted. Read for outcomes in media. Let your elected official know your comments. When the next civic election comes up, remember how your elected officials dealt with and voted on your crucial issues.

Below is a quick review of some highlights of the meeting agendas, some media links, and the excerpts of the agendas as of Sunday, May 15. Please follow the links for the most up-to-date agendas and related reports, as they often change before the meeting.

The PARK BOARD meeting starting at 7 pm on Monday, May 16, 2016, will hear a staff report/recommendation on  “East Fraser Lands (EFL) Consultant Contract” with Space-2-Place Design Inc. for $840,140.87, plus GST for four new park parcels within the East Fraser Land precinct (also, known as the River District, a Wesgroup development). This could be of interest, especially in the context of the controversial plan of the City of Vancouver to build a daycare on a much-loved playing field in the neighbourhing West Fraser Lands. (See Riverfront Ruckus on CityHallWatch). There is also a Beach Chair & Umbrella Rental Service at English Bay Beach — this is interesting in a sense. Staff issued a Request for Expressions of Interest and got two responses, and selected Blue Hole Investments, quoting the staff report that it is a “Canadian-owned hotel management company.” But the firm has no web presence, it seems, appears to be based in Montreal, and no where can one find any corporate information or names of principals. The Park Board is to receive 16-18% of revenues. Also, there is a proposal to repeal and replace the Park Board’s Freedom of Information and Protection of Privacy By-Law. This follows similar changes to the City of Vancouver’s FOI by-law but probably less controversial. Commissioner Wiebe has proposed a motion on Pioneer Place (Pigeon Park) Clean-up Strategy. Commissioner Kirby-Yung has proposed a motion on and Official Tree for Vancouver. She notes that Vancouver has an official flag, badge, coat of arms, mace, flower, colour or emblem but no official tree, and proposes to start a process to select one,  to be announced during Tree Week 2017.

The REGULAR COUNCIL meeting starting at 9:30 am on Tuesday, May 17, 2016, starts with the 2015 Housing and Homelessness Strategy Report Card – Part 1 (32-page staff report). This is an important topic for the City. Council will also hear a report on a Modular Housing Initiative. City staff are proposing an increase of 22% in the private impoundment towing rates and release fees to keep up with inflation — the City sets these fees for towing companies working in commercial parking lots within Vancouver City limits. The rates are supposedly fair to the towing industry and the general public. (Towing rates are currently $74.90 for most vehicles, and the new rates would boost that to $91.42.) Council will discuss 2016 Property Taxation: Taxation By-laws and Averaging Resolutions — these are to match the City’s tax revenues to the approved budget, based on tax distribution of approximately
53.8% residential and 46.2% non-residential. The outcome of this discussion will determine the dollar amounts taxpayers can expect in property tax notices, which will arrive in the first week of June, and have to pay by July 5, 2016. There is an application to remove 3738 Cypress Street from the First Shaughnessy Protected Heritage Property List.  A motion by Councillor De Genova calls for Monthly Report on Non-Compliant Marijuana-Related Use Enforcement Action.

The PUBLIC HEARING starting 6 pm in Tuesday, May 17, 2016, will cover four rezonings: 288-388 West King Edward Avenue, 4085 Ash Street & 619-633 West King Edward Avenue, 650 West Georgia Street (753 Seymour Street), and 420 Hawks Avenue. We have covered these rezonings in a separate post. As of the prior Friday there was a small number of letters posted, but you can read them online on the Public Hearing web page to see their concerns.

Trump towerThe CITY COUNCIL STANDING COMMITTEE on City Finance and Services starting at 9:30 am on Wednesday, May 18, 2016, has a few administrative matters to cover. Probably the highest profile is a liquor license for a lobby/lounge and bar/nightclub at the address of 1161 West Georgia Street. The applicant is none other than “1052072 BC Ltd” — which also happens to be known as the Trump Tower.
