Grandview Woodland Area Council Public Meeting to Discuss School Closures

After last week’s news about shortfalls and budget cuts at Vancouver School Board, East Vancouver parents and residents are left wondering if their schools will be mothballed. 

Grandview Woodland Area Council (GWAC) is hosting this public meeting with:

  • Vancouver School Board Chair Mike Lombardi and Vice Chair Janet Fraser
  • Dr. Farah Schroff, District Parent Advisory Council
  • Timme ZhaoStudent representative.

GWAC president Dorothy Barkley said that her neighbours are worried: “We want to know what’s happened in Vancouver to create this situation where schools could be closed. We want to know how this will impact Grandview Woodland and East Van, when decisions will be made and how we can minimize the impact on our community.  We meet Monday to discuss how our neighbourhood/parents can influence these decisions.”

GWAC director Jim Fraser notes that: “Grandview Woodland has the largest urban aboriginal population many special needs children as well as children living in poverty and would be most vulnerable to the loss of resources.”

School Closure
In late spring 2015, after years of declining enrolment, parents at Maquinna Annex chose to send remaining students to the main Maquinna Elementary. The following is a notice delivered to Maquinna Elementary’s principal and PAC chair to inform them of the VSB’s process to consider closing Maquinna Annex.

March 4, 2016

In accordance with Board policy, please note that the following process will be undertaken between today’s date and June 30, 2016:

An administrative report will be brought to a joint public meeting of Board Standing Committee II – Planning and Facilities and Committee III – Education and Student Services on May 5, 2016. This meeting will occur at 5:00 pm at 1580 West Broadway, Vancouver, BC.
If consideration for closure is supported by the joint committee, then such recommendation will be forwarded to the next public Board meeting, which will occur at 7:00 pm on May 9, 2016 at 1580 West Broadway, Vancouver, BC. The Board will make a decision as to whether to consider closing the school at that time.
If the Board makes to the decision to consider closing the school, the following will occur:
The principal and the PAC will be notified of the decision on May 10, 2016.
A public meeting to review the proposed closure and to provide an opportunity for community input into the proposed decision will be scheduled at 7:00 pm on May 25, 2016 at Maquinna Elementary, 2684 East 2nd Avenue, Vancouver, BC. Notice of this meeting will be posted on the VSB website, advertised through local and social media, posted at the main entrance to Maquinna Elementary and Maquinna Annex as well as other appropriate locations to advise the school community and the public. In addition, the Parent Advisory Committee will be provided with notice of the meeting.
Appropriate mechanisms for further feedback from the school community, internal stakeholders and the public will be provided prior to any final decision on closure being made by the Board. This will include an opportunity to provide written comments or submissions to the Board. All feedback is to be received by June 9, 2016.
District staff will gather and summarize any input received during the public consultation process and bring an administrative report to a joint meeting of Board Standing Committee II – Planning and Facilities and Committee III – Education and Student Services at 5:00 pm on June 15, 2016 at 1580 West Broadway, Vancouver, BC.
The Board of Education will make a final decision regarding closure of the school at a public meeting at 7:00 pm on June 20, 2016 at 1580 West Broadway, Vancouver, BC.
It is recognized that the circumstances regarding the possible closure of Maquinna Annex are somewhat unique in that there are currently no students attending the school. Nonetheless, we have determined that the formal school closure process should be adhered to according to Board policy FL: School Closures.
