Council preview week of Feb 22: Bike system, FOI threat, urban farming, music, driverless cars, demolitions, homelessness…

Another busy week is coming for Vancouver City Council meetings (three in total: Regular, Public Hearing, and Committee) and Park Board. Below we will provide a short commentary (to be updated) and the agendas. If you as reader see an issue that requires more attention here, please send us an e-mail (citizenYVR@gmail.com).

Some items that merit special attention at Regular Council (Tues, Feb 23):

  • Update on Public Bicycle System (staff report)
  • Freedom of Information and Protection of Privacy By-law Amendments: Alert! To observers, this may appear to be an innocuous administrative matter of tidying things up. However, it takes away crucial checks and balances, and gives greater control to the invisible political forces running City Hall. More on this later. Anyone who is affected by the municipal government should pay attention. (This means everyone.)
  • Amendments to by-laws regarding urban farming: Comment: The City communications is highlighting this topic.
  • Motion 1. Actions to Protect Taxpayers from Soaring Assessments (Geoff Meggs)
  • Motion 3. Explore Options for Increasing City Support for Music and Musicians (Heather Deal)
  • Motion 4. Preparing Vancouver for Autonomous and Driverless Vehicles (Geoff Meggs). Comment: Coun Meggs is proposing staff research the topic. We hope that in this discussion the City will also examine the potential transformation of transportation from this new technology, and review the need for the proposed multi-billion dollar subway along Broadway.
  • Motion 5. Moratorium on Demolition of Homes until Measures to Protect Character Homes in Place (Adriane Carr)
  • Motion 6. Urgent Actions to Combat the Growing Homelessness Crisis (Adriane Carr)

Some items that merit special attention at the Public Hearing (Tues, Feb 23):

  • Text amendment: First Shaughnessy Heritage Conservation Area
  • REZONING: 1575-1577 West Georgia Street and 620 Cardero Street. Comment. Very controversial. Local residents are extremely frustrated due to the failure of the applicant (Bosa Properties, Henriquez Partners Architects) and City rezoning staff to answer questions, and the City has fought FOI inquiries seeking more information. Rezoning info: 26-storey building with a proposed floor space ratio (FSR) of 10.83

Some items that merit special attention at the Council Committee on Policy and Strategic Priorities (Wed, Feb 24):

  • 2015 Council Remuneration and Expenses
  • Contract Award for the Burrard Bridge Rehabilitation
  • Contract Award for the Design-Build of the Killarney Seniors Centre
