The City of Vancouver has a bylaw that requires SROs to provide adequate heating. Thus it is surprising to see that a building that provides housing for 74 residents on Powell Street still has ongoing issues with the heating system: Downtown Eastside Lion Hotel tenants need space heaters, says advocate (CBC, Dec 29, 2015). The landlord missed several deadlines to have the central heating system repaired, including one deadline on December 24, 2015.

For the record, we’ve reproduced several sections of the Standards of Maintenance bylaw above. An open question is why is the City so slow to act? Why are vulnerable members of our society allowed to freeze? In 1976, the United Nations Vancouver Declaration has established that housing is a basic human right. Why has so little action been taken to repair the heating system for 74 residents at 316 Powell Street?
