Council preview (Sept 15-17): Shaughnessy Heritage Conservation Area, Passive House, Public Hearings for 6929 Cambie, 7510 Cambie & more

First Shaughnessy Heritage Conservation Area

Vancouver City Council has a relatively light agenda for the first week of meetings after the summer break. Park Board has a meeting on Monday night (Sept 14) with an item to discuss raising a number of fees by 2%. Metro Vancouver Board will meet on Friday, September 18th.

The Regular City Council meeting on Tuesday, September 15, 2015 will conclude the discussion on the rezoning of 1754 Pendrell Street (a 21-storey tower). There’s an amendment to allow for the future addition of the Passive House standard in RS-1 zoning (single family residential zones). Council will consider setting an interest rate of 6.7% on Property Tax Arrears. A number of bylaw changes with respect to 3030 East Broadway are on the agenda. This site was recently rezoned to allow for five new office buildings with a total of 962,287 sq. ft of space. It’s likely that construction will soon begin on this property near the Renfrew Skytrain Station.

The Public Hearing on Tuesday, September 15th will begin at 6pm and continue the discussion on the First Shaughnessy Heritage Conservation Area.

The City Finances and Services Committee meeting on Wednesday, September 16th has an Environmental Standards for City Streets item. It is curious that this item is coming from the City and not from Park Board. There are also Limousine Regulation updates and Sport Hosting Grant items on the agenda.

A second Public Hearing is planned for the week on Thursday, September 17th to discuss two Cambie corridor rezonings. The 6929-6969 Cambie Street and 515 West 54th Avenue item includes two 6-storey buildings and 72 dwelling units at a FSR of 2.6. The second item, 7510-7554 Cambie Street is a proposal for again 72 dwelling units, and two six-storey buildings with a FSR of 2.93.

NOTICE:

On July 21, 2015 Council commenced a Public Hearing regarding the rezoning of the First Shaughnessy Heritage Conservation Area. Subsequent to the close of public comments concerning this application, the City received a request that public comments be reopened to allow for further public comment on the document entitled “Economic Analysis of Proposed Changes to First Shaughnessy Zoning District: Supplemental Report” prepared by Coriolis Consulting Corporation. The supplemental report was made available to the public on the afternoon of July 21, 2015. Regular Council Minutes, Wednesday, July 22, 2015.

In response, Council determined it was appropriate to reopen receipt of public comments in person or by written submission at a continuation of the Public Hearing on the Rezoning: First Shaughnessy Heritage Conservation Area on July 28, 2015, at 9:30 am.

However, at the start of the reconvened Public Hearing on July 28, 2015, staff recommended that Council hear from those speakers present on July 28 and that the Public Hearing be continued on September 15, at 6 pm. Prior to that date, staff would send notification by registered mail to the affected owners and occupants of the Protected Heritage Properties in the First Shaughnessy Heritage Conservation Area. The notification is to inform them of the reconvened Public Hearing in September and Provide information on how they may provide public comments. Staff will also place a public notice in the newspaper. In light of this advice from staff, Council agreed to reconvene the Public Hearing on Tuesday, September 15, 2015 at 6 pm in the Council Chamber. Persons who have already spoken or submitted written comments may do so again.
