Council and Park Board Preview June 22-25: Marijuana Dispensaries, Grandview-Woodland Plan, Giant Billboard, CACs, Dogs in Parks and more

Vancouver City Hall from Cambie StreetVancouver City Council has four meetings scheduled between June 22 and 25, 2015. There’s also a Park Board meeting set for Monday, June 22nd.

The topic of regulating medical marijuana dispensaries is the only item on the agenda for the reconvened Public Hearing on Monday, June 22nd. There has been a lot of interest in this topic and the evening will start with speaker number 173. A total of 34 speakers remain out of 207 registered speakers; it’s conceivable that all speakers will be heard on Monday (unless, of course, more people sign up).

The main item of interest on the Park Board agenda for Monday night (7pm) is a presentation about the Dogs in Park Strategy. There are also two requests for special events (Unbuckled 2015 and Caravan Festival 2015) and a report on a proposed 5-year lease of 73 parking spaces to the Vancouver Yacht Club.

The Street Market relocation considered for the Downtown Eastside to 519-533 Powell Street is an unfinished item from the previous Regular Council meeting; this item is included on the agenda for Tuesday, June 23rd. The Regular Council meeting will include an update on the Greenest City Action Plan, a grant allocation for Theatre Rentals and a grant of up to $100,000 for the ISCM World New Music 2017 Festival. Several policy reports will likely be referred to Public Hearing, including the Fire hall No. 5 at 3090 East 54th Avenue, a 21-storey tower proposed for 1754-1722 Pendrell and 467-495 West King Edward Avenue. Councillor De Genova has introduced a motion on notice to designate a section of Commercial Drive as “Little Italy” while Mayor Robertson would like to expand the hours of operation for businesses with outdoor patios to 1am during the summer. City Council will also look at adding three more dates for Public Hearings (July 13, July 16, July 22), a move that suggests that a number of contentious projects might be considered right before the summer recess.

There is a jam-packed agenda for the Wednesday, June 24th standing committee meeting of the Planning, Transportation and Environment. The Heritage Action Plan Update, the 2014 Annual Reports on DCLs and CACs are referred items that Council did not consider two weeks ago, due to time constraints. The first item on the agenda is the annual report from the Vancouver Airport Authority. The final recommendations from the 43-member, “Citizens’ Assembly” for Grandview-Woodland is the fifth agenda item. City Council will hear from speakers on the extension of lease terms for supportive housing at 3475 East Hastings (the former Ramada Hotel). Speakers to Councillor Affleck’s motion on notice to install 1000 new bicycle parking spaces in downtown Vancouver will likely be heard; it’s an open question on whether Council will manage to get through all of the items. The agenda states that Council will recess from 11:45am to 2pm.

The second Public Hearing of the week is set to start at 6pm on Thursday, June 25th. A giant illuminated sign at the Telus Garden complex on 520 West Georgia could be used as a giant billboard, if approved. A six-storey rezoning for 5355-5389 Cambie Street will be reviewed. Amendments to the built form of the Burrard Gateway project at 1229-1281 Hornby will be considered. Three heritage designations are also on the agenda for the evening (1014 West 11th Avenue, 1938 Ferndale, 3171 West 5th Avenue).

The Vancouver Board of Education is set to elect a new chair on Wednesday, June 24th (5pm). The past chair of the VSB Board, Christopher Richardson resigned for “deeply personal matters” on June 16th, 2015. Richardson will remain on the school board as a trustee.
