Council and Park Board Preview June 8-10: Marijuana store bylaw, CAC report, Hastings Park, Heritage Action Plan and more

City Council seeks to remove Park Board from Hastings Park governance

The Park Board meeting on Monday, June 8th will consider a motion on notice to improve water quality in False Creek. The Resident and Recreational Boaters Good Neighbour Campaign motion will attempt to find ways to prevent boaters and residents from discharging sewage into False Creek. Last summer Sunset Beach was closed for a couple of weeks due to high coliform bacteria counts. The board will also consider a report to establish a Vancouver Parks Foundation to assist with fundraising. A number of renewals for licenses and agreements are on the agenda (Jericho Sailing Centre, Jericho Art Centre, Rowing Club and the West Coast Railway).

The Regular Council meeting for Tuesday, June 9th includes an update on the Heritage Action Plan. A number of draft bylaw changes will be introduced for the First Shaughnessy District that will curtail the demolition of pre-1940s homes. Councillor Affleck will introduce a motion on notice to install 1,000 New Bicycle Parking Spaces in the Downtown Area.

On Wednesday, June 10th, the contentious Hastings Park/Pacific National Exhibition Governance Review and By-Law Update will be reviewed by Council. The City Manager’s report recommends that representation from Park Board be removed from the governance model for Hastings Park and the PNE. City Council would continue to have representation on the Board. Councillor Raymond Louie is currently the chairman of the PNE and he also receives compensation for his duties there. Is the move to remove Park Board representation from the governance of Hastings Park purely for political reasons and to reduce transparency? A total of $13.75 million has been set aside from the Park Board Capital Plan for improvements to the PNE & Hastings Park (building renewals and master plan implementation). Should this budget be spent on Hastings Park and the PNE if there is no oversight from Park Board?

The City Finances and Services Committee will also review the Vancouver Affordable Housing Agency Progress Report. This staff report is not yet available online and it will most likely only be available after the presentation. The 2014 Annual reports on CACs (Community Amenity Contributions) and DCLs (Development Cost Levies) will be reviewed. It might be worth contrasting the City’s practices for CACs and DCLs with the policies suggested by the Province (Zoning should not be sold. 2014 Community Amenity Contribution report from BC government). A report on a temporary Downtown Eastside Street Market at 519-533 Powell Street will be reviewed.

A Public Hearing on regulating Medical Marijuana Dispensaries will be held at 6pm on Wednesday, June 10, 2015. A number of zoning changes are proposed that would allow Marijuana shops to operate in some of the commercial zones in the City. CD-1 (spot zoned) sites would not be included. There is also a Metro Vancouver Board meeting scheduled for Friday, June 12th. The Direct Coal Transfer Facility at Fraser Surrey Docks item is part of the agenda; the motion requests “that Metro Vancouver continues its opposition to coal shipments from the Fraser River Estuary.” As well, the Streetscape Recycling Living Lab Update includes an item to “report to Member Municipalities advising of the opportunity for Member Municipalities to test the recycling bins in the fall of 2015.”
