Park Board February 16 preview: Protection from Boat discharge, dog park enlargement, improved community engagement and more

The Park Board meeting on Monday February 16th includes a motion on notice to protect Vancouver beaches and shorelines from boat discharge. The federal transportation regulator is looking at reducing the distance allowed for pleasure boats to discharge effluent from the shoreline (from 3 nautical miles to 1 nautical mile). The motion on notice is to be introduced by Green Party Commissioner Wiebe (and seconded by Commissioner Mackinnon). In order to hear from speakers the majority on Park Board will need to refer this item to a subsequent meeting (under the current meeting rules). The motion seeks to make Vancouver waterways a “no-discharge” zone for boaters.

The Park Board will also consider NPA Commissioner John Coupar’s motion to extend a fenced, off-leash dog area at Hinge Park in Southeast False Creek.

Dog license signIt’s worth noting that while the City of Vancouver collects revenues from dog licences, there’s an acute shortage of off-leash dog areas. This temporary expansion of an off-leash area may be a step in addressing the lack of off-leash areas in the City.

dogA motion to hold up to 4 Park Board meetings in communities across Vancouver this year is being brought forward by NPA Commissioner Sarah Kirby-Yung. Over the last few years, all regular meetings of the Board have been held at 1099 Beach Avenue in the West End. The motion also makes reference to the fact that “plans are underway to commence live streaming of Park Board meetings”, a move that will help hopefully provide more public access and further the accountability of elected officials.

A few reports are also on the agenda. The Urban Agriculture Policy will replace the previous Community Gardens Policy from 2005. The East Van Summer Jam report includes a 500-person special occasion liquor license. There is also a request for staff to report back on seasonal staffing levels for parks and gardens.
