Agenda for the 12:15 meeting on September 26 by the VCPC, an advisory body to Vancouver City Council, is available online (http://vancouver.ca/your-government/vancouver-city-planning-commission.aspx#minutes). Minutes from the last meeting, on September 12, include several items that may interest readers, who may wish to contact the VCPC for more information, or attend future meetings. Some items in the September 12, 2012 minutes are worthy of special note:
- CityHallWatch note: This appears to be related to this summer’s discussions about increasing access to the Fraser River shore. For more more information see CityHallWatch here. We note the absence of mention about the Kits-to-Jericho shoreline.
b) City-wide Plan Committee
Caitriona Feeney reported on the meeting held on August 25, 2012, where the Committee
discussed themes for possible public information sessions. The Committee is currently focusing on the Regional Growth Strategy and ideas for a city-wide plan.
- CityHallWatch note: The public should watch closely any mention of a city-wide plan. Under the current regime at City Hall, with many concerns about City consultation processes, any move toward a complete city-wide plan could be problematic. MetroVanWatch has covered problems with the Metro Vancouver Regional Growth Strategy, a 30-year plan for the entire region — adopted in 2011 with virtually no public debate. City planners are now racing to complete a “Regional Context Statement” that must, by law, comply with the RGS. It’s anyone’s guess what the RCS contains, and how/when the public will learn anything about it.
c) Mayor’s Task Force on Housing Affordability
The Commission Manager advised the final report is tentatively slated for the Regular Council meeting on October 2, 2012. The Commission agreed to consider providing comment on the report at its meeting on September 26, 2012.

- CityHallWatch note: Neighbourhoods for a Sustainable Vancouver on Sept 25, 2012 issued a letter to Mayor and Council outlining problems with the consultation process by this Task Force, and asking City Hall NOT to adopt the recommendations the same day they are presented in Council. The public has not had a chance to review the final recommendations. CityHallWatch wonders if the VCPC has already obtained a copy of the final report, with adequate time for all members to review it carefully on behalf of the public interest.
The VCPC also regularly hears reports about progress of the Community Plan processes.

Under Vancouver’s Procedures By-law, agendas for meetings of civic bodies in Vancouver must be posted publicly by noon of the day preceding the meeting. Link to Procedures By-law: http://former.vancouver.ca/bylaws/9756c.PDF
There are apparently no strict rules or performance standards about how soon after a meeting minutes must be made public, but staff work on a “best effort” basis.
